Road Traffic Accident Monitoring Cell

The Road Traffic Accident Monitoring (RTAM) Cell has been constituted under the Traffic Branch of Hyderabad City Police to establish a scientific, evidence-based and victim-centric accident investigation framework.

The Cell focuses on improving accident investigations, increasing conviction rates, ensuring timely compensation to victims, and strengthening coordination among all stakeholder agencies.

Context & Objectives

Safer Roads

The RTAM Cell is established under the Traffic Branch of Hyderabad City Police to make roads safer and create a scientific accident investigation system.

Scientific Investigation

The Cell addresses delayed chargesheets, weak investigation quality, low conviction rates and institutional barriers faced by accident victims.

Guide victims in claim settlement and compensation procedures.

Hit & Run Scheme

Assist victims under the Compensation to Victims of Hit & Run Motor Accident Scheme.

Note: Reporting Requirement: All reports and correspondence shall be submitted through the proper channel.

Core Functional Domains & Activities

The RTAM Cell operates across Seven Functional Domains to ensure scientific, evidence-based, and victim-centric road accident management.

A. Accident Investigation Monitoring & Analysis

  • Daily collection and review of Daily Situation Reports (DSRs).
  • Immediate crime spot visits and examination of the Scene of Offence (SOC).
  • Root cause analysis including human error, vehicle defects, and road engineering issues.

B. Evidence Collection & Technical Investigation

  • Preservation of CCTV footage.
  • Collection of photographs and video evidence.
  • Technical examination of skid marks, impact points and scene evidence.
  • Verification of vehicle documents, insurance and driving licence.

C. Legal & Prosecution Support

  • Assist Law & Order Police during investigation.
  • Review remand reports and chargesheets.
  • Identify investigation loopholes.
  • Monitor applicability of culpable homicide provisions.

D. Victim Assistance & Welfare

  • Assist Hit & Run victims under the Solatium Fund.
  • Support Motor Accident Claims Tribunal (MACT) applications.
  • Track hospital recovery.
  • Implement Good Samaritan Guidelines.

E. Enforcement & Driver Accountability

  • Monitor suspension/cancellation of driving licences.
  • Track drunken driving involvement.
  • Ensure compliance with Motor Vehicles Act and Road Safety Laws.

F. Data Management & Reporting

  • Maintain comprehensive accident database.
  • Real-time updates in iRAD.
  • e-Shakshya Integration.
  • Compensation Assistance Portal.
  • CCTNS Updates.

G. Coordination & Stakeholder Management

Maintain continuous communication and coordination with all Law & Order Police Stations, Traffic Police Stations, Government Departments and other stakeholder agencies across Hyderabad City for effective accident management and road safety.

Standard Operating Principles and Administrative Guidelines of the RTAM Cell

Key Operational Principles

Investigations shall be scientific, impartial and evidence-based.
Root cause analysis is mandatory to identify systemic factors alongside individual culpability.
Supplementary charge sheets shall be filed wherever investigation gaps are identified.
Every case shall be monitored until conviction or final disposal by the Court.
Alcohol testing is mandatory for both the accused and victims in all serious road accidents.

Administrative Directions & Reporting

All assigned officers shall strictly adhere to the duties and responsibilities prescribed in the official memorandum.
Confidentiality of case records, investigation findings and evidence shall be maintained on a strict need-to-know basis.
Monthly progress reports shall be submitted through the proper channel.
Officers shall maintain coordination with all Traffic and Law & Order Police Stations for effective accident management.
