How to Register a Vehicle

Complete guide for vehicle registration, renewal, transfer, duplicate RC, and NOC procedures.

Temporary Registration

An application for Temporary Registration shall be made in Form 20 of the Central Motor Vehicle Rules, 1989.

Extension of Temporary Registration

Application for extension shall be made to the Registering Authority along with Temporary Registration documents.

Vehicle Registration Mark Display Rules

Registration marks must be clearly visible on both front and rear sides of the vehicle.

  • Rear number plate must be within one meter from ground.
  • Transport vehicles must display number on both sides.
  • Stage carriage vehicles must display number inside vehicle.
  • Trailer vehicles must display registration mark separately.

Driving License

Any person who wishes to drive a motor vehicle must first obtain a Learner’s License for learning purposes. After completing the learning period, the applicant must pass a driving test to obtain a Permanent Driving License.

A person should have completed 18 years of age for obtaining a non-transport driving license and 20 years for a Transport License.

A Learner’s License is valid for 6 months. If the driving test is not passed within this period, a fresh learner’s license must be obtained.
Restrictions
  • A learner can drive only when accompanied by a licensed driver.
  • The licensed driver must be seated in a position to control the vehicle if necessary.
  • The vehicle must display “L” sign boards at the front and rear.
  • A learner driving a motorcycle cannot carry pillion riders except the instructor.
Obtaining Permanent Driving License

A Permanent Driving License is issued after successfully passing the driving test conducted by the RTO.

The driving test can be taken only after 30 days from the date of issue of the learner's license.

In case of failure, a retest can be taken after 7 days.

Permission Information
a) Why Permission is Required?

In order to maintain smooth flow of traffic, to ease congestion, to prevent danger and to reduce inconvenience to the public in Hyderabad Commissionerate limits, the Commissioner of Police, Hyderabad City has issued prohibitory orders on plying of certain classes of vehicles in Hyderabad City Commissionerate limits.

The concerned persons of such class of vehicles who desire to ply their vehicle for any inevitable reason during the restricted hours need to apply for permission.

Why School NOC Permission is Required?

In order to maintain smooth and free flow of traffic, NOC from Traffic Police is required as per the following Government norms.

Whom to Apply For Permission?

All HODs and Principals of schools within Hyderabad City limits shall submit requisition to the District Educational Officer, Hyderabad District (DEO, Hyderabad).

Procedure to Apply for NOC

All Heads of Departments (HODs) and Principals of schools within Hyderabad city limits shall submit requisitions to the District Educational Officer, Hyderabad District (DEO, Hyderabad).

The DEO will issue letters to the Commissioner of Police, Hyderabad; Additional Commissioner / Joint Commissioner of Police (Traffic), Hyderabad; Fire Department; and GHMC for issuance of No Objection Certificates (NOCs).

Concerned departments will furnish the required information to the DEO for further action.

Why NOC is required?

Whoever wants to shift his vehicle from one state to another state needs a No Objection Certificate (NOC) for getting the vehicle and Registration Certificate transferred to another state.

As per the rules, the R.T.A. authority insists on NOC before issuing clearance to the applicant.

Whom to apply for NOC?

To obtain NOC, one has to apply to the Dy. Commissioner of Police, Traffic Branch, Police Control Room, near Lal Bahadur Stadium, Hyderabad for Traffic Violation clearance.

Applicants must also apply to the Dy. Commissioner of Police, Detective Department, Central Crime Station, Police Control Room, Lal Bahadur Stadium, Hyderabad for criminal record verification.

Procedure to apply for NOC
  1. Apply for crime clearance to the Dy. Commissioner of Police, Detective Department, Hyderabad.
  2. Submit a Xerox copy of the RC Book.
  3. Submit the Rs. 100/- e-Challan receipt.
  4. Personal appearance is required.
Remarks: Rs.100/- receipt of Mee Seva Centre.
Processions / Rallies
Traffic Conditions
  1. The organizers shall ensure that the procession does not obstruct the free flow of vehicular traffic and pedestrians.
  2. The organizers shall strictly comply with the instructions issued by the Police Officers on traffic duty during the procession.
  3. The organizers shall arrange adequate volunteers to regulate and manage the movement of the procession and assist in maintaining traffic discipline.
  4. The procession shall commence and conclude strictly within the permitted timings.
  5. At least 3/4th of the carriageway shall be left free for the movement of general traffic.
  6. Bursting of crackers, raising of slogans, erection of dais/stages, and use of microphones or any other sound systems shall not be permitted unless specifically authorized by the competent authority.
  7. The organizers shall arrange a specific parking place for vehicles of persons participating in the procession and ensure that such vehicles are not parked on the carriageway or in a manner causing traffic obstruction.
  8. The procession shall follow only the approved route and shall not deviate from the permitted route without prior permission.
  9. Adequate arrangements shall be made at major junctions, entry/exit points and sensitive traffic locations to facilitate the movement of general traffic.
  10. Emergency access required for ambulances, fire services, police and other emergency vehicles shall be kept unobstructed at all times.
Film Shootings
Traffic Conditions
  1. The organizers shall take all precautionary measures to restrict the shooting on the main road and shall ensure that the free flow of vehicular traffic and pedestrians is not obstructed.
  2. For any traffic exigency, the coordinators of the film shoot shall strictly follow the instructions given by the Police Officers on duty.
  3. No vehicle connected with the film shooting shall be parked on the main road or in a manner causing obstruction to traffic.
  4. The organizers shall arrange adequate volunteers/security personnel for crowd and vehicle management.
  5. The organizers shall strictly adhere to the permitted date and timings of the shooting.
  6. An ambulance equipped with First Aid and necessary medical equipment shall be kept available wherever required considering the nature and scale of the shoot.
  7. At least 3/4th of the carriageway shall be left free for general traffic.
  8. No dais, microphone or other sound system shall be used on the road unless specifically permitted by the competent authority.
  9. The organizers shall comply with the directions issued by the Traffic Police from time to time.
Indoor Film Shooting

Where the shooting is conducted entirely within private premises/studio premises and does not affect public roads, the traffic conditions shall primarily relate to:

  • Parking of shooting vehicles.
  • Entry and exit of heavy vehicles.
  • Prevention of congestion at the gate.
  • Free movement of public traffic outside the premises.
  • No unauthorized occupation of public roads/footpaths.
Drone Operations
Traffic Conditions
The drone operation shall strictly adhere to applicable DGCA / Ministry of Civil Aviation norms, Drone Rules and other statutory requirements.
  1. Prior permission/authorization required from the competent authority for usage of the drone shall be obtained.
  2. Detailed programme indicating the date, timings, location and duration of drone operation shall be intimated well in advance to the concerned Traffic Police Station.
  3. The operation shall be conducted under Police supervision wherever required.
  4. Videography/photography of vital installations, critical infrastructure and other prohibited/restricted areas shall be strictly avoided.
  5. The drone operation shall be conducted strictly within the approved premises/area and shall not obstruct or interfere with the free flow of vehicular traffic or pedestrians.
  6. No take-off or landing shall be carried out on any public road, carriageway, footpath or median.
  7. The applicant shall ensure that the drone operation does not cause gathering of people on public roads resulting in traffic congestion or obstruction.
  8. No vehicle associated with the drone operation shall be parked on the carriageway in a manner causing traffic obstruction.
  9. The operator and organizers shall immediately comply with any instructions issued by the Police/Traffic Police in the interest of public safety and traffic regulation.
  10. The Drone Rules, 2021 and subsequent instructions/norms issued by the Ministry of Civil Aviation/DGCA shall be complied with.
Indoor / Private Premises

If the drone operation is confined entirely to a closed/private premises and has no impact on public roads, traffic arrangements shall be limited to ensuring:

  • No obstruction at the entry/exit of the premises.
  • No unauthorized parking on public roads.
  • No congregation of spectators on public roads.
  • Emergency vehicle access remains clear.
Amusements
Examples: Fairs, exhibitions, temporary amusement rides, melas, recreational fairs and similar events.
Traffic Conditions
  1. The organizers shall ensure that the event does not obstruct the free flow of vehicular traffic and pedestrians on adjoining roads.
  2. Adequate parking space shall be arranged within the premises or at an approved location for visitors' vehicles.
  3. No visitor vehicles shall be permitted to park on the carriageway, footpath, junctions, service roads or other locations causing traffic obstruction.
  4. Adequate volunteers/security personnel shall be deployed at entry and exit points for regulating vehicles and pedestrians.
  5. Adequate traffic signages/directional boards and barricades, wherever required, shall be provided as directed by the Traffic Police.
  6. The entry and exit gates shall be positioned and managed so that vehicles entering or leaving the premises do not cause congestion on the main road.
  7. No temporary structure, stall, ride, barricade or other installation shall be erected on the public road without specific permission.
  8. Adequate emergency access shall be maintained for ambulances, fire services and police vehicles.
  9. The event shall be conducted strictly within the permitted date and timings.
Outdoor / Indoor Amusements

Special attention shall be given to parking capacity, entry/exit congestion, pedestrian movement, road frontage, crowd spillover and peak-hour traffic.

Entertainment Events
Examples: Concerts, cultural programmes, musical events, stage shows, celebrity events, public performances and similar programmes.
Traffic Conditions
  1. The organizers shall ensure that the event does not obstruct the free flow of vehicular traffic and pedestrians on adjoining roads.
  2. Adequate parking arrangements shall be made within the premises or at an approved alternative location.
  3. Parking of vehicles on the carriageway, footpath, junctions or other locations causing traffic obstruction shall not be permitted.
  4. Adequate volunteers/security personnel shall be deployed for regulating the movement of vehicles and pedestrians.
  5. Entry and exit gates shall be separately regulated wherever necessary based on the expected crowd.
  6. Adequate traffic signages/directional boards and barricades, wherever required, shall be provided as directed by the Traffic Police.
  7. At least 3/4th of the carriageway shall be kept free for general traffic wherever the event is held adjacent to a public road.
  8. No unauthorized stage, dais, barricade, stall, vehicle or equipment shall be placed on the carriageway or footpath.
  9. Emergency access for ambulances, fire services and police shall be kept clear throughout the event.
  10. The organizers shall strictly adhere to the permitted date and timings.
Indoor Entertainment

For events conducted entirely indoors, the major traffic assessment shall be based on:

Traffic Conditions
  1. The organizers shall ensure that the dharna/protest does not cause unnecessary obstruction to the free flow of vehicular traffic and pedestrians.
  2. The protest shall be conducted only at the approved/permitted location.
  3. No protester shall occupy or block the carriageway beyond the area specifically permitted by the Police.
  4. At least 3/4th of the carriageway shall be kept free for general traffic wherever possible.
  5. No unauthorized barricading, tent, stage, dais, vehicle or other structure shall be erected on the public road.
  6. Adequate volunteers shall be arranged by the organizers for regulating the participants and preventing obstruction to traffic.
  7. Participants shall not block junctions, pedestrian crossings, footpaths, bus stops, hospital entrances, emergency routes or access to properties.
  8. Vehicles of participants shall be parked only at designated/approved parking locations.
  9. The organizers shall ensure that participants do not spill over onto adjoining carriageways or obstruct vehicular movement.
  10. The organizers shall strictly comply with the instructions issued by Police Officers on duty.
  11. The dharna/protest shall commence and conclude strictly within the permitted timings.
  12. No procession from or to the dharna location shall be undertaken without separate permission.
  13. In case of any traffic emergency, the organizers shall immediately cooperate with the Police in clearing the affected road.
Seasonal Events / Festivals
Examples: Bonalu, Ganesh festivities, Bathukamma, Dhandiya, Holi, Dussehra, Sankranti-related activities, New Year celebrations, religious/seasonal gatherings, immersion-related activities and other recurring seasonal programmes.
Traffic Conditions
  1. The organizers shall ensure that the event does not obstruct the free flow of vehicular traffic and pedestrians.
  2. The organizers shall strictly follow the route, location, date and timings approved by the competent authority.
  3. Adequate volunteers shall be arranged for crowd and traffic management.
  4. Adequate parking arrangements shall be made for participants' and visitors' vehicles.
  5. Vehicles shall not be parked on carriageways, footpaths, junctions or other locations causing traffic obstruction.
  6. At least 3/4th of the carriageway shall be kept free for general traffic wherever the event/procession is conducted on or alongside a public road.
  7. Temporary stalls, decorations, arches, barricades, stages, lighting arrangements or other structures shall not obstruct carriageways, footpaths, sight distance or traffic signs.
  8. Emergency routes shall be kept clear at all times for ambulances, fire services and police vehicles.
  9. Any procession, immersion activity or movement of vehicles associated with the seasonal event shall be conducted only on the approved route and within permitted timings.
  10. Adequate traffic signages/directional boards and barricades, wherever required, shall be provided as directed by the Traffic Police.
  11. The organizers shall ensure immediate removal of temporary structures, vehicles, materials and crowd from the road after completion of the event.
Seasonal Stalls
Examples: Chalivendram / water distribution stalls during summer, woollen clothes sale during winter, temporary seasonal sale stalls, temporary public utility stalls, etc.
Traffic Conditions
  1. The seasonal stall shall be established only at the approved location and for the permitted period.
  2. The stall shall not obstruct the free flow of vehicular traffic or pedestrians.
  3. No portion of the carriageway shall be occupied by the stall, display material, tables, chairs, coolers, water containers, merchandise or any other articles.
  4. The organizers shall ensure that adequate unobstructed space is left on the footpath for pedestrian movement.
  5. No vehicle belonging to organizers, vendors, workers or customers shall be parked on the carriageway, footpath, junction, bus stop or any other location causing traffic obstruction.
  6. Adequate parking arrangements shall be made wherever the nature of the stall is likely to attract a considerable number of customers.
  7. Customers shall not gather or form queues on the carriageway or obstruct pedestrian movement.
  8. Adequate traffic signages/directional boards and barricades, wherever required, shall be provided as directed by the Traffic Police.
  9. No unauthorized banner, flex, board, hoarding, canopy, tent, temporary structure or display material shall be erected in a manner obstructing traffic signs or reducing visibility.
  10. The stall shall not obstruct the visibility of traffic signals, traffic signs, junctions, pedestrian crossings, road markings or other traffic-control devices.
  11. Loading and unloading of materials shall not be carried out during peak traffic hours or in a manner causing obstruction to the carriageway.
  12. Electrical cables, water pipes, generators, storage containers and other utilities shall be arranged without creating any obstruction or hazard to pedestrians or traffic.
  13. The organizers shall arrange adequate volunteers wherever necessary to regulate the movement of customers and prevent crowding.
  14. The stall shall not be permitted at locations where its operation would adversely affect junction visibility, pedestrian crossings, bus stops, U-turns, traffic signals, narrow carriageways or other sensitive traffic points.
  15. The organizers shall ensure that ambulances, fire services, police vehicles and other emergency vehicles are able to pass without obstruction.
  16. The stall shall be operated strictly within the permitted timings and shall be removed immediately on expiry of the permitted period.
  17. On closure of the stall, all temporary structures, materials, vehicles, waste and other articles shall be removed and the road/footpath restored to its original unobstructed condition.
  18. The permission shall be liable for cancellation in case of violation of traffic rules or any conditions imposed by the Police/competent authority.

Availability of seating capacity in the screens.
Entry / Exit and Emergency Vehicle Access Plan.
Building Permit Order, Fire NOC and other relevant approvals from the concerned authorities.

Traffic & Safety Considerations
  • Adequate parking arrangements shall be provided within the premises or at an approved location.
  • Entry and exit arrangements shall be planned so that vehicles do not cause congestion on adjoining roads.
  • Emergency access for ambulances, fire services and police vehicles shall remain unobstructed at all times.
  • Vehicles shall not be parked on carriageways, footpaths, junctions or other locations causing traffic obstruction.
  • The applicant shall comply with the directions issued by the Traffic Police from time to time.
