Examples

Chalivendram / water distribution stalls during summer, woollen clothes sale during winter, temporary seasonal sale stalls, temporary public utility stalls, etc.

Traffic Conditions

The seasonal stall shall be established only at the approved location and for the permitted period.

The stall shall not obstruct the free flow of vehicular traffic or pedestrians.

No portion of the carriageway shall be occupied by the stall, display material, tables, chairs, coolers, water containers, merchandise or any other articles.

The organizers shall ensure that adequate unobstructed space is left on the footpath for pedestrian movement. No pedestrian shall be forced to walk on the carriageway due to the stall.

No vehicle belonging to the organizers, vendors, workers or customers shall be parked on the carriageway, footpath, junction, bus stop or any other location causing traffic obstruction.

Adequate parking arrangements shall be made wherever the nature of the stall is likely to attract a considerable number of customers.

The organizers shall ensure that customers do not gather or form queues on the carriageway or obstruct pedestrian movement.

Adequate traffic signages/directional boards and barricades, wherever required, shall be provided as directed by the Traffic Police.

No unauthorized banner, flex, board, hoarding, canopy, tent, temporary structure or display material shall be erected in a manner obstructing traffic signs, reducing visibility or causing obstruction to road users.

The stall shall not obstruct the visibility of traffic signals, traffic signs, junctions, pedestrian crossings, road markings or other traffic-control devices.

Loading and unloading of materials shall not be carried out during peak traffic hours or in a manner causing obstruction to the carriageway. Such activity shall be carried out at a time and location as directed by the Traffic Police.

Electrical cables, water pipes, generators, storage containers and other utilities connected with the stall shall be arranged without creating any obstruction or hazard to pedestrians or traffic.

The organizers shall arrange adequate volunteers wherever necessary to regulate the movement of customers and prevent crowding on the road/footpath.

The stall shall not be permitted at locations where its operation would adversely affect junction visibility, pedestrian crossings, bus stops, U-turns, traffic signals, narrow carriageways or other sensitive traffic points.

The organizers shall ensure that ambulances, fire services, police vehicles and other emergency vehicles are able to pass without obstruction.

In case of VIP/VVIP movement or any other special traffic movement, the organizers, vendors and volunteers shall strictly follow the instructions of the Police/Traffic Police and shall immediately clear the affected area whenever directed.

The organizers shall strictly comply with any traffic diversion, parking restriction, crowd-control or other instructions issued by the Traffic Police from time to time.

The stall shall be operated strictly within the permitted timings and shall be removed immediately on expiry of the permitted period.

On closure of the stall, the organizers shall ensure that all temporary structures, materials, vehicles, waste and other articles are removed and the road/footpath is restored to its original unobstructed condition.

The permission shall be liable for cancellation in case of violation of traffic rules or any conditions imposed by the Police/competent authority.

Parking Management

Signals, signs, junctions and road markings shall remain visible.

Emergency vehicles shall have unobstructed access at all times.

Permitted Timings

Stall shall operate strictly within the permitted timings.

Restoration After Closure

On expiry or closure of the stall, all temporary structures, materials, vehicles and waste shall be removed immediately and the road/footpath shall be restored to its original unobstructed condition.

Permission & Compliance

The permission shall be liable for cancellation in case of violation of traffic rules or any conditions imposed by the Police or competent authority.

COMMON CONDITIONS APPLICABLE TO ALL EVENTS
Standard Traffic NOC Conditions
General Conditions

The following conditions shall be applicable as standard conditions for every Traffic NOC, wherever applicable.

The event shall be conducted strictly at the permitted venue/location, on the permitted date and within the permitted timings.

The organizers shall ensure that the free flow of vehicular traffic and pedestrians is not obstructed.

No unauthorized occupation of carriageway, footpath, median, junction or public road shall be permitted.

Adequate volunteers/security personnel shall be arranged by the organizers for crowd and traffic management.

Adequate parking arrangements shall be made and vehicles shall not be parked in a manner causing traffic obstruction.

Emergency access for ambulances, fire services, police and other emergency vehicles shall be maintained at all times.

No unauthorized barricading, stage, dais, stall, vehicle, equipment or temporary structure shall be placed on the public road.

Organizers shall strictly comply with the instructions issued by Police/Traffic Police Officers on duty .

The organizers shall immediately comply with any traffic diversion or regulation instructions issued in the interest of public safety and free flow of traffic.

The permission shall be liable for cancellation in case of violation of traffic rules or conditions imposed by the Police/competent authority.

The organizers shall be responsible for ensuring that event-related activities do not result in traffic congestion or obstruction on adjoining roads.

Any special traffic arrangement required due to the nature, scale, location or expected attendance of the event shall be implemented as directed by the Traffic Police.

The organizers shall make arrangements for immediate clearance of the road/premises approach after completion of the event.

The organizers shall comply with all other statutory permissions, safety requirements and directions of the competent authorities applicable to the particular event.
